Caused by: org.postgresql.util.PSQLException: ERROR: out of shared memory
  Hint: You might need to increase max_locks_per_transaction.

This is a postgres setting - the ticket needs to go to the server team. They can increase the max_locks setting but it is probably more reasonable they will advise a server size increase.
