This error indicates that the metadata you load into local storage in the browser exceeds the capacity. Try to set the number of offline levels to something like “2” , for example.

The "Offline levels" drop-down lets you define the lowest level to fetch org units for offline storage.

For the global/national level, set it to something like the third level. Users at national level does not enter data offline anyway. That should drastically reduce the number of org units to load.
